Telecom Quality of Service Platform

1.        The Palestine Liberation Organization has received financing from the World Bank toward the cost of the Digital West Bank & Gaza Project and intends to apply part of the proceeds toward payments under the contract of Supply, Installation and Training of a Telecom Quality of Service Platform for the benefit of the Telecom Regulatory Authority (TRA)

 

2.        The Ministry of Telecommunications and Digital Economy now invites sealed Bids from eligible Bidders to Supply, Installation and Training of a Telecom Quality of Service Platform as further described in the Bidder documentation, to be installed in 2025 for the benefit of the Telecom Regulatory Authority (TRA) - Ramallah, West Bank

3.        Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” , February  2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.        Interested eligible Bidders may obtain further information from the Ministry of Telecommunications and Digital Economy:

-          Procurement Specialist Eng. Wedad Malak (procurement.pmu@mtde.gov.ps) and inspect the bidding document during office hours 8:00 am to 3:00pm) by email.

 

5.        The bidding document in English will be provided for free to interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email or can be downloaded from https://www.shiraa.gov.ps

 

6.        Bids must be delivered to the address at the end of this RFB on or before Wednesday, April 30, 2025 @12:00 pm Local Time.  Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address at the end of this RFB on Wednesday, April 30, 2025 @12:00 pm Local Time

7.        All Bids must be accompanied by a Bid Security of USD 12,000. The bid security should be valid for 148 days after the bid submission deadline date.

8.      Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
